NEWS LETTER NO. 13

Dear Friends,

I have great pleasure in publishing yet another edition of our News letter, mainly narrating the recent major developmental activities of this Four decade old Recognized Association in particular and Central Govt. Employees in general. I once again assure all my beloved members that I am trying my level best to carry forward the Torch of ASA in the right earnest of the welfare activities and request your whole hearted co-operation to run the activities of this Four decade old Recognized Association very judiciously in the right earnest of our beloved members.

SHRI AMARNATH ASSUMED CHARGE OF DEPUTY DIRECTOR (ACCOUNTS)

I have great pleasure in informing you all that consequent upon the relieving of Sri Pratap Singh, Jt. Director (A/cs), Mr. Amarnath assumed the prestigious post of Deputy Director (Accounts) during Second Week of November 2010. While extending a wholehearted welcome to Sri Amarnath on behalf of the Association, I am of the firm opinion that the glory and image of this Century Old Department will definitely flourish all over India during his tenure and ASA expects continued cooperation from him at all times.

SHRI B.B. SAMADDAR ASSUMED AS DIRECTOR (ADMINISTRATION)

I am very much happy to inform you all that Sri B.B. Samaddar from Ministry of Culture assumed the charge of Director (Administration) on 9th December 2010. ASA wholeheartedly extend a hearty welcome to Sri B.B. Samaddar and expects utmost cooperation from him in solving the genuine problems of the members of this Association as also carrying out the welfare activities in improving the service conditions of the employees of this Century old Department.

TWO DY.S.A’s PROMOTED AS SUPERINTENDING ARCHAEOLOGISTS

Two Deputy Superintending Archaeologists viz., Sri V.C. Sharma and Dr S.S. Gupta were promoted as Superintending Archaeologists with postings at Chandigarh Circle and Guwahati Circle respectively. Similarly Sri Hanumanthappa Telugu, S.A., was transferred from Guwahati Circle to Mumbai (Customs).

SMT K. MOORTHEESWARI ASSUMED CHARGE AS DY.S.A. MUSEUMS BRANCH, SOUTHERN REGION, CHENNAI.

I am very much happy to inform that Smt K. Moortheeswari who entered the Government Service as Assistant Archaeologist in Fort Museum, Chennai and occupied various positions in ASI has now assumed charges of Deputy Superintending Archaeologist in the Museums Branch, Southern Region, Chennai. She is having vast experience in the field of Museums and I am of the firm opinion that all the Eight Museums under the jurisdiction of Southern Region will regain high reputation and glory during her tenure. The immense faith and confidence of the Directorate in posting her to Museums Branch of Southern Region in the overall developmental activities of the Museums needs to be fully appreciated. ASA extends a hearty welcome to Madam and assure of the wholehearted cooperation and support in all the developmental activities undertaken by her and expects continued support and cooperation to this Association in taking up the welfare activities towards the employees of Museums.

17 POINTS CHARTER OF DEMANDS FULFILLED BY THE DIRECTORATE:

All our beloved Members are well aware that as per the decision taken in the C.W.C. Meeting of Goa, since our genuine and common problems were not mitigated as per the JCM Agreement, a Charter of Demand comprising of 17 Points was submitted to the Director General in the month of October 2010 for favourable consideration, failing which the Association will stage a Dharna in front of Director General’s Office. Consequent to the above, I have immense pleasure in informing you all that the Director General, Additional Director General and Jt. Director General (Admn) along with the Deputy Director of Accounts have requested the Secretary General for a cordial discussions for amicable settlement. Accordingly, the Secretary General along with a team of Delegation comprising of S/Shri S.C. Sharma, President, Lucknow, Bheem Sain, Vice-President, New Delhi, Sanjay Angarey, JCM Member, Bhopal and R.K. Dwivedi, CWC Councilor, Nagpur attended the Meeting held in the Conference Hall of Directorate on 30th November 2010 chaired by Dr Gautam Sengupta, Director General and attended by S/Shri Pravin Srivastava, Addl.D.G., D.R. Gehlot, Jt.D.G. (Admn), Janhwiz Sharma, Director (Conservation), Smt Urmila Sant, Director (Antiquity and Museums), Shri Amarnath, Dy.Director (A/cs), Shri. G.K. Kalra, Section Officer (Admn.I), Shri Rajinder Kumar, Section Officer (Admn.II), Shri Shyam Singh (Admn.II) and Smt Gurvinder Malhotra, P.A. to Director (Cons). The Agenda as per the Charter of Demands were discussed and the following decisions were taken and implemented.

1. Filling up vacant posts of Gr D (upgraded Gr C Posts) fallen vacant from 1st April 2009 consequent to retirement/ Death cases etc., for Strict and Effective implementation of the recently amended AM & SR Act 2010 and for strict vigil of the precious antiquities displayed in the Galleries etc., in the Museums.

Action has already been initiated for distribution of 585 posts which have fallen vacant after 1.4.2009 and I am very much sure that necessary orders will be issued to the concerned Head of Offices by end of December 2010 for filling up of these posts as per the roaster points. Addl. D.G., has also directed S.O. (Admn.II) for strict follow up action with the Ministry of Culture for the remaining 795 posts which were kept in abeyance.

2. Undue delay in according permission to the S.A’s of Circles for filling up of vacant posts of Conservation Staff on priority basis causing great problem to the S.A’s in posting to sub-circles for smooth administration, achieving physical and financial targets fixed by the Directorate in time to time and for strict and effective implementation of the recently amended Act 2010.

As regards 41 posts of Foreman (Works), new roaster points have already been communicated to the concerned Superintending Archaeologists during Second Week of December 2010 and with regards to C.A. Gr. I and II, action has been taken by the Section Officer (Adm.I) for issue of the same and will be communicated by end of December 2010.

3. Announcing of the results of the written Test and conduct of Typing Test for the qualified Gr D Staff for the posts of L.D. Clerks to be filled up through Limited Competitive Examination as per the agreement of the JCM.

As promised by the Jt. D.G. (G), communication has been sent to the Head of Offices of Circles/Branches on 24th December 2010 to send the qualified Gr D Staff for attending Typing Test to be held at New Delhi on 6th February 2010.

4. Issue of Orders for Revision of Opening hours of the Site Museums as per the Agreement of JCM from 10.00 A.M. instead of 8.00 A.M.

Director (Museums) as assured issued Office Order vide Lr.No. F.No. 18-42/2009-Mus dated 2nd December 2010 that all the Archaeological Site Museums will function from 9.00 A.M. to 5.00 P.M. with immediate effect.

5. Restoring of Weekly Holidays of Site Museums on Fridays/Mondays as per the decision of JCM

Director (Museums) as promised issued Office Order vide Lr. No. F. No. 18-42/2009-Mus dated 2nd December 2010 that all the Archaeological Site Museums will remain closed on Fridays. But those Site Museums which are located within centrally protected Monuments will observe Weekly Off same as that for the concerned Centrally Protected Monument.

6. Preparation of All India Seniority list of the qualified Gr D Staff and filling up of the posts of LDCs against 5% quota.

As assured by the Section Officer (Admn.I), the Seniority list of 215 qualified Gr D up to December 1985 has been prepared and circulated to all the Offices of ASI vide Lr. No. F. No. 12-2/2010-Adm.I dated 22.12.2010 and action is being taken to issue the orders as per quota for the post of LDCs by end of January 2011.

7. Convening of DPC and issue of promotion orders in respect of Surveyor, Draughtsman Gr. II which is pending for more than 10 years.

Orders promoting 7 Draughtsman from Gr. III to Gr. II has been issued vide O/O No. 234/2010-Adm.I vide Lr. No. F.No. 12-1/2009 dated 8th December 2010 and D.P.C. promoting Five Surveyor Gr. II to Gr. I has been convened on 6th January 2011.

8. Amendment of R.R. for filling up of the posts of Group D (upgraded Gr C) and Conservation Cadre.

It is clarified that the amendment to R.Rs for Gr D Staff has been approved by the Director General in the ratio of 70 : 30 and sent to D.O.P.T. for Notification. It is also informed that R.Rs for Conservation Cadre for amendment are under submission to D.O.P.T. for approval.

9. Clearing of ACP/MACP cases pending in various cadres for past many years.

It is very much happy to note that almost all pending ACP/MACP cases of all the cadres has been cleared by the concerned R.D’s and Directorate as well.

10. Issue of Circular to all the Head of Offices for timely convening of Office Council Meetings once in Four months as per the guidelines of the DOPT without fail and minutes of the O.C.M. to be sent to Directorate and Secretary General.

Necessary orders shave been already issued to all the Offices of A.S.I. vide Lr. No. F. 7-2/2010-Adm.II dated 23.11.2010.

11. Posting of Assistant Archaeologist to Hazarduari Palace, Murshidabad without any further lapse of time.

Addl. D.G., informed that he will look into the matter personally and accordingly one Shri P.K. Naik, Assistant Archaeologist has been posted to Hazarduari Palace Museum along with the post from Kolkata Circle vide O/O No. 252/2010-ADM.I dated 23.12.2010.

12. Stern action against Shri D.K. Singh, A.S.A.M., Gwalior Museum for his atrocities, vindictive and callous attitude adopted by him towards the employees of Gwalior Sub-Circle.

As assured by Addl. D.G., (Admn), orders transferring Shri D.K. Singh, A.S.A. from Gwalior Museum to Shimla Circle has been issued vide O/O No. 252/2010-ADM.I contained in F.No. 3-6/2010-Adm.I dated 23.12.2010.

13. Modification of orders and issue corrigendum withdrawing the powers delegated to the zonal heads of Museums in respect of approval of Tour Programmes/Sanction of T.A/L.T.C. advances of Gr C and D Staff and restoring the same with the A.S.A.M’s of concerned Museums.

As assured, Orders restoring the powers for approval of Tour Programmes and sanction of Tour/L.T.C. Advances in respect of Group C and D within their jurisdiction has been restored with the Assistant Superintending Archaeologist (Museums) has been issued vide Office Order No. 237/2010-Adm.I vide Lr. No. F.No. 23-18/2010-Adm.I dated 9th December 2010.

14. Declare all A.S.A.(M) of Site Museums in A.S.I. as Head of Offices and D.D.O’s.

As assured, Orders issued by the Directorate vide No. O/O No. 261/2010-ADM.I contained in Lr. No. F.No. 23-7/2010-Adm.I dated 29.12.2010.

15. Promotional avenues in respect of various cadres viz., Marksman, Electrician, Storekeeper, Khansama etc., to be opened.

It is informed that as per present RRs, Electrician and Khansama have no avenue of promotion. Addl. D.G. directed that since these posts are isolated posts and shall be coterminous with the date of superannuation of the incumbents. Marksman may be promoted to the post of Draftsman Gr. III.

16. Supply of special variety of Uniforms to Gr D Staff working in World Heritage Sites.

Addl. D.G., directed to issue instructions to all the S.A’s that the past practice of purchasing Uniforms by concerned S.A’s will continue. The designs/colours of the Uniforms may be provided by the Directorate.

17. The letters of the Association written by the Secretary General/CWC Members are not properly and timely responded by the Directorate and other Head of Offices.

Necessary orders has been issued to all the Offices of A.S.I., vide Lr. No. F. 7-2/2010 Adm.II dated 23.11.2010 in this regard for strict implementation.

I am sure that all our beloved members will agree with the decision and action taken by the Secretary General, President and other CWC Members with regard to all the points submitted in the charter of demands thereby achieving Cent percent result. It is for the ever First time in the history of ASA that all the 17 Points which came into discussion before the C.W.C. was completely fulfilled in one stretch which once again proved that by way of Unity and Solidarity, the Association can achieve any thing well within the frame work of the Constitution. On behalf of all the beloved members across the country, I take this opportunity to convey immense thanks to Dr. Gautam Sengupta, D.G., S/Shri Pravin Srivastava, Addl. D.G., D.R. Gehlot, Jt. D.G., (Gen), Amarnath, Dy. Director (A/cs), and Smt Urmila Sant, Director (Museums) in particular for their whole-hearted support, cooperation and timely action taken in the larger interest of the welfare of the employees of this century old department which is an all time record and will always remain in the hearts of all our beloved members. The cooperation, hard work and timely action taken by Sri G.K. Kalra, S.O., (Adm.I) and his team of Staff, Sri Rajinder Kumar, S. O. (Adm.II) and his team of Staff in keeping up the confidence and faith of both the Directorate and the Association has been fully appreciated.

ASA OFFICE AT SARANATH INAUGURATED BY SECRETARY GENERAL:

As per the request of Unit Secretary, Combined Unit, Saranath, a well furnished Office for running the activities of the Association was provided by Sri Ajay Srivastava, Dy.S.A., Museum Branch, Eastern Region, Saranath which was inaugurated by Secretary General and Sri S.C. Sharma, President on 2nd October 2010 at Saranath. ASA Meeting was arranged in which the Comrades of COC, (North U.P.) took part and addressed the entire gathering. Sri Vijay Mukherjee, Unit Secretary welcomed the entire Dignitaries while Shri A.C. Tripathi, Chairman proposed the vote of thanks in a befitting manner. Our special thanks to Shri Ajay Srivastava, Dy.S.A. I/c, Saranath for the cooperation and hospitality extended to the CWC Office bearers during their visit. S/ Shri Vijay Mukherjee, Unit Secretary, A.C. Tripathy, Chairman, Shivshankar Yadav, Dy.S.G (East)., Manoj Yadav, Pramod Paul and Smt Mantu Pandey were instrumental in arranging the Meeting in a highly systematic and dignified manner.

GENERAL BODY MEETING OF DHARWAD CIRCLE CONVENED :

The General Body Meeting of Dharwad Circle Unit was convened in a well furnished, decorated and dignified Suvarna Samskrutika Samuchhaya, Dharwad on 24th October 2010 inaugurated by Dr. S.V. Venkateshaiah, Regional Director (South), presided over by Dr S.K. Joshi, Retd A.S.A., a notable Archaeologist and well wisher of ASA. S/Shri G.S. Narasimhan, S.A., A.S.I., Bangalore Circle was the Chief Guest while J. Ranganath, A.S.A.E., Dharwad Circle, S.C. Sharma, President of ASA and the Secretary General were the Guest of Honour. The Meeting was attended by a large number of Members and well wishers of Dharwad Circle Unit. Shri B.A. Ranganath, JCM Member welcomed the Dignitaries on behalf of Dharwad Circle Unit, while Shri Somla Naik, DCM Member proposed the vote of thanks. The entire programme was ably and aptly compeered by Dr A.V. Naganoor, Asst. Archaeologist. S/Shri J. Ranganath, A.S.A.E., B.A. Ranganath, JCM Member, Somla Naik, D.C.M. Member, K.S. Subramanya, Unit Secretary, Dinesh Kumar, A.S.A.C., Dharwad Circle, Anand Teertha, Sr.C.A., N.R. Krishnamurthy, C.A. and all the members of Headquarters were instrumental in conducting the General Body Meeting in a grand and befitting manner. Beautifully designed Colourful Certificates signed by the Superintending Archaeologist of Dharwad Circle were issued to the Group D Staff who have undergone Training as per the recommendations of the 6th CPC. Our Special thanks to Dr S.V.P. Halakatti, S.A., Dharwad Circle for extending wholehearted support, guidance and cooperation in making the function a grand grand success as also for drawal and disbursement of Arrears to the Group D Staff as assured by him.

On this august occasion, On behalf of Dharwad Circle Unit of ASA Dignitaries were honoured by presenting Colourful Shawl, Garland and Mementoes as a token of honour.

GENERAL BODY MEETING OF COMBINED UNIT, MURSHIDABAD CONVENED:

The General Body Meeting of Combined Unit, Murshidabad was held on 19th November 2010 at Murshidabad in which Secretary General and President of ASA along with S/Shri Shivshankar Yadav, Dy.S.G. (East), Vijay Mukherjee, Unit Secretary, Saranath, A.K. Laha, Unit Secretary and Sri Gopal Mondal, Unit Secretary, Cooch Behar took part. Reposing immense faith and confidence in the present administration of ASA, the members have elected Sri Goutam Das as the Unit Secretary for the second successive time with a thumping majority. S/Shri Goutam Das, Rob Molla, Ashraf Hossain, Hemanta Ghosh, Chandan Rajak Das, Lokesh were instrumental in conducting the meeting in a very grand and systematic manner. Our Thanks are due to Sri Gautam Haldar, A.S.A. (M), Hazarduari Palace Museum, Murshidabad and Shri Pranob Mukherjee, Sr. Horticultural Assistant for their kind gesture and hospitality.

OFFICE COUNCIL MEETING OF BANGALORE CIRCLE CONVENED:

The Office Council Meeting of Bangalore Circle was convened on 15th December 2010 under the Chairmanship of Sri G.S. Narasimhan, Superintending Archaeologist. S/Shri T.M. Keshava, Dy.S.A., C. Paramanandan, Dy.S.A.E., K.C. Chacko, Administrative Officer and Smt B. Anitha Kumari, U.D.C. were on the Official side while the Secretary General along with Sri V. R. Nagaraju, Unit Secretary, S/Shri Arjun Bangargi, D. Rajanna, A. Ambareesh, H.S. Harisha and Smt A.N. Vijaya, Office Council Members were present in the Meeting. The Chairman was kind enough to have a patient hearing towards the welfare of the employees and was kind enough to take positive steps on the spot to clear off particularly the drawal of ACP/MACP Arrears. The entire proceedings was held in a cordial and homogenous atmosphere. Our Special thanks to Sri G.S. Narasimhan, S.A., for providing delicious lunch to all the Officers of Bangalore Circle and Office Council Members which bespeaks his generosity and kind gesture.

RELEASE OF EVER FIRST BRAILLE BROCHURE BY DY.S.A. (MUSEUMS), SOUTHERN REGION, CHENNAI.

On the occasion of World Disabled Day held on 3rd December 2010, the Touchscreen Information Kiosk and Brail Brochure got prepared within a short period by Smt K. Moortheeswari, Dy.S.A., Museums Branch, Southern Region, Chennai was released BY Dr T.S. Sridhar, I.A.S., Principal Secy., Commissioner of Museums and Archaeology, Tamilnadu in order to provide information to the Blind Students with regard to the Heritage, culture and the display techniques of the objects which was highly appreciated by all the Blind Participants present on the occasion, since it is the ever first Brail Brochure, Touch Screen and Audio system prepared by any Archaeologist so far in A.S.I. The Concept, forethought and work mindedness of Smt K. Moortheeswari should be appreciated and encouraged. The Department can expect much more developmental activities by her in this regard.

PRINTING OF BEAUTIFULLY DESIGNED TABLE CALENDAR BY DY.S.A., SOUTHERN REGION, MUSEUMS BRANCH:

Consequent upon the revival of Museum Branch, For the ever First time in the History of Museums Branch, a beautifully conceptual designed Table Calendar 2011 incorporating the important displayed objects of all the Eight Museums under the Southern Region has been got prepared by Smt K. Moortheeswari, Dy.S.A., within the available time has been printed and distributed amongst all the Offices of A.S.I.

ISSUE OF N.O.C. FOR PASSPORT IN RESPECT OF GR C AND D – POWERS DELEGATED TO REGIONAL DIRECTORS. :

As per the request of the Association, the Directorate vide Lr. No. 12-5/2010-ADM.ii dated 14.12.2010 issued Order delegating the powers to Regional Directors of the concerned Regions for issue of NOC for obtaining passport in respect of Group C and D Officials under their jurisdiction.

6TH CPC PAY ANOMALY COMMITTEE MEETING HELD ON 28.12.2010. :

The Fifth Meeting of 6th Pay Anamoly Committee Meeting has been convened on 28.12.2010 under the chairmanship of Shri Pravin Srivastava, Addl.D.G., the proceedings of the Meeting has been posted in the ASA Web Site. The next date of Meeting has been Scheduled for 28th January 2011.

SECRETARY GENERAL AND PRESIDENT WERE NOMINATED AS OBSERVERS FOR THE TYPING TEST.

I am very much happy to inform you all that for the ever First time in the History of ASA, as per the decision taken in the Meeting held on 20th December 2010, in order to have transparency, the Director General was kind enough to nominate Secretary General and President of ASA to Officiate as Observers for the Typing Test for promotion to the post of L.D.C. from Group D to be held on 6.2.2011 at New Delhi which is one of the milestone of ASA since its inception which also proved the harmonious relationship of the Organization and Association.

26th ALL INDIA CONVENTION SCHEDULED TO BE HELD AT SARANATH :

All our members are well aware that the 26th A.I.C. is to be convened during 2011 and the Combined Unit, Saranath have wholeheartedly come forward to host the Next All India Convention at Saranath. The Secretary General and President are proceeding to Saranath during end of January 2011 for selecting the Venue. However, the date and venue of A.I.C. will be finalized by 2nd Week of February 2011and Notification will be issued as per the provision contained in the Constitution of ASA.

The Unit Secretaries who have not convened the General Body Meeting of the Unit Working Committee so far are hereby informed to conduct the same at the earliest as per the Constitution of ASA and communicate the Proceedings to the Secretary General for according approval.
