You might all be well aware that our century old Department is conducting its 150th years of Anniversary and I am very much proud to say that Shri Manmohan Singh, Hon’ble Prime Minister of India had inaugurated the year long programme on 20th December 2011 at Vigyan Bhavan, New Delhi to mark the Anniversary.
Further, Bangalore and Dharwad Circles of ASI in a joint venture is also celebrating the 150th year of Anniversary at Hotel Woodlands, Raja Ram Mohan Roy Road, Bangalore on 30th December 2011 at 11.30 hrs. On this occasion, Photo Exhibition of the Cultural Heritage of Karnataka will be put up at the venue. Shri Hansraj Bharadwaj, Hon’ble Governor of Karnataka is inaugurating the Photo Exhibition and launching the Website to mark the occasion and Dr Gautam Sen Gupta, Director General, ASI, New Delhi will preside over.
On behalf of Bangalore-Dharwad Circles of ASI and on behalf of this esteemed Association, I hereby take the opportunity to extend an Invitation to all the members of ASA across the country to take part in the ensuing programme in large numbers and make the entire programme a grand grand success.

I am very much happy to inform you all that the Director General, A.S.I., Janpath, New Delhi has cleared many of the problems submitted in the Charter of Demands submitted by this association and has also assured to clear all the pending problems within short span of time. Hence, the Call notice issued for massive black flag demonstration scheduled for 20th December 2011 is hereby withdrawn temporarily. The cooperation and support extended by all the members in this regard is really manifold and I take this opportunity to convey my sincere thanks to all of you.

AGENDA FOR THE 64th MEETING OF J.C.M. OF ALL INDIA ARCHAEOLOGICAL SERVICE ASSOCIATION TO BE HELD AT NEW DELHI
1. REVIEW OF PENDING POINTS:The Decisions taken in the 63nd JCM Meeting and Implementation of the same on various points of Agreement may be intimated to the Staff side. Further, the Status on the pending points, which are in process of implementation, may also be intimated to the Association.
2. DELEGATION OF ADMINISTRATIVE POWERS TO DIRECTOR (MUSEUMS) FOR CONSIDERING TRANSFER CASES OF GROUP C AND D STAFF WORKING IN MUSEUM BRANCH FROM ONE REGION TO ANOTHER.
It is brought to the notice of the Chairman that quite a huge number of applications in respect of Group C and D Staff working in Museums Branch are pending for more than a year for considering transfer cases from one region to another. At present, these powers are rested with the Directorate and practically it becomes very difficult for the Directorate office to consider all the cases of Group C and D Staff. Hence, it is requested that these powers be delegated to the Director (Museums), A.S.I., New Delhi for smooth, speedy and fair administration.
3. IMMEDIATE FILLING UP OF VACANT GROUP C AND MONUMENT ATTENDANTS AND DISTRIBUTION OF SANCTIONED POSTS OF GROUP D FOR STRICT AND EFFECTIVE IMPLEMENTATION OF THE AMENDED AM&ASR ACT 2010.
It is brought to the notice of the Chairman that consequent upon the superannuation , quite a large number of Monument Attendant posts are lying vacant in the Circles and needs to be filled up on priority which is highly essential in the interest of protection, preservation, safety, security of the Nationally Protected Monuments as also for strict and effective implementation of the amended AM&ASR Act 2010. Further, as already agreed in the 62nd JCM, the Group D Posts are to be distributed to the Circles/Branches. Necessary sanction/permission may please be sent to the Head of Offices of Circles by the Directorate office immediately.
4. FILLING UP OF ALL VACANT GROUP C AND D POSTS IN THE ARCHAEOLOGICAL/SITE MUSEUMS ON PRIORITY IN THE BEST INTEREST OF SAFETY AND SECURITY OF THE DISPLAYED OBJECTS.
It is brought to the notice that majority of the Group C and D posts are lying vacant in almost all the Archaeological and Site Museums. In some of the Museums, a responsible officer is not posted and not even a single regular Group D is posted which is causing great problem in handling of the precious displayed objects. In addition, majority of these Museums do not have L.D. Clerks for attending to routine official correspondences, preparation of regular Pay Bills and other claims of the Staff etc. Hence, it is in the interest of the safety, security and better preservation of the precious objects displayed in the Galleries and the Reserve Collection, action may please be initiated for filling up of all vacant posts on time bound.
5. ABSORPTION OF LONG OUTSTANDING TEMPORARY STATUS CASUAL LABOURERS AGAINST VACANT GROUP D POSTS AS PER NORMS ON PRIORITY.
It is brought to the notice that some of the Officials who were accorded Temporary Status during 1993 has not been absorbed till date due to one reason or other. In some of the cases, the Officials were expired, but without getting any financial benefit nor appointment to their family on compassionate appointment from the Department. Hence, it is demanded that these long outstanding T.S. casual Labourers on priority.
6. OPENING OF LEGAL CELL AT CIRCLE LEVELS ON TOP PRIORITY FOR STRICT AND EFFECTIVE IMPLEMENTATION OF THE AMENDED AM&ASR ACT 2010.
Consequent upon the strict and effective implementation of the Amended AM &ASR Act 2010, the Monument Attendants, Conservation Assistants and the Superintending Archaeologist of Circles are facing numerous problem and are forced to concentrate only on the strict implementation of the Act, by issuing Notices to the Parties, Lodging Complaints with the Police, Correspondence with the Taluk and District level authorities, convening of Meetings, thereby the conservation, protection, preservation and the developmental activities of the Monuments are being hampered. Hence, it is suggested to open a legal cell at the circle levels so that the existing conservation staff can attend to their regular developmental works as also to achieve the financial target in time to time.
7. RELAXATION OF R.R. IN THE CONSERVATION CADRE FOR CONSIDERING THEIR CASES FOR PROMOTION AS ALSO FOR GRANT OF MACP.
8. CREATION OF CHEQUE DRAWING AND DISBURSING OFFICER POST IN DHARWAD AND SHIMLA CIRCLES ON TOP PRIORITY.
It is brought to the notice of the Chairman that both these Circles are Major Circles having world heritage Monuments and Sites of National importance and are located far away from the existing C.D.O. offices at Goa and Chandigarh Circles. It is in the interest of the developmental activities to be undertaken by these Circles, it is suggested to create Cheque Drawing and Disbursing powers to the Head of Circles at the earliest.
9. OPENING OF A MINI CIRCLE AT SARANATH IN THE INTEREST OF BETTER CONSERVATION, PRESERVATION AND PROTECTION OF WORLD HERITAGE SITES /NATIONALLY PROTECTED MONUMENTS AS ALSO THE DEVELOPMENTAL ACTIVITIES OF THE SITES/MONUMENTS.
10. IMMEDIATE CONVENING OF MEETING FOR CONSIDERING THE CASES FOR COMPASSIONATE APPOINTMENT. IT IS ALSO REQUESTED TO CONSIDER THE CASES KEPT RESERVED IN THE PANEL AS PER SENIORITY.
11. EXPEDITE FILLING UP OF ALL SANCTIONED POSTS IN ALL THE REGIONAL DIRECTOR OFFICES FOR SMOOTH ADMINISTRATION AND SPEEDY CORRESPONDENCES.
12. DELEGATION OF POWERS TO HEAD OF OFFICES OF FOUR DIVISIONS OF HORTICULTURE BRANCH FOR GRANTING PERMISSION TO THE GROUP C AND D STAFF FOR OBTAINING TREATMENT IN PRIVATE HOSPITALS IN EMERGENT SITUATIONS.
13. ISSUE OF CIRCULAR BY THE DIRECTORATE TO HEAD OF OFFICES OF CIRCLES/ BRANCHES DECLARING ALL GROUP ‘ D’ AS UPGRADED GROUP ‘ C ‘.
Consequent upon the recommendations of the 6th CPC, all Group D Staff working in Central Government Departments are being upgraded as Group C. In this connection, a circular may please be issued by the Directorate to all Head of Offices of Circles/Branches in this regard, so that the Head of Offices can extract duties accordingly.
