Sir,

I am to draw your kind attention to the O.M. cited under reference No. 1 and subsequent Corrigendum dated 1.12.09 wherein the Opening of the Site Museums of A.S.I. will be revised from 08.00 A.M. to 5.00 P.M. effective from 3rd December 2009. Hitherto, since from the establishment, these Museums were open to visitors from 10.00 A.M. to 5.00 P.M. The said Office Memorandum had come as a great Shock to the Staff working in the museums.

In this connection, I write to inform you that consequent upon the revision of new Opening hours of these site Museums, the Officers and Staff posted at these site Museums are forced to reach the Museum by 07.30 A.M. so as to attend to the Sweeping/cleaning of Galleries, keeping the Galleries neat and tidy, Handing over/Taking over of Galleries and allotment of duties to the Gallery Attendants so that they can keep open the Museum to the visitors at 8.00 A.M. and has to close the Museum after the departure of Visitors at 5.30 P.M. and even more according to the quantum of the visiting tourists at concerned Museums thereby the Officers and Staff work for a additional period of Three hours per day i.e., in total 10 hours. At present, though almost all the Museums in India are lacking of staff strength, the Officers and Staff posted at these Museums are rendering yeomen service and striving hard in building up the reputation and image of the Department as also to keep up the confidence of the Superiors. Above all, majority of the Museums in India were closed on Fridays and they were getting sufficient opportunity and time to reorganize the Galleries periodically and to take up developmental activities in time to time. Consequent upon the revision of the opening hours as also to keep the Museums open on all the days of the year, the general cleaning and developmental activities in these Museums will definitely be hampered and comes to a standstill. The Staff were put into lot of inconvenience not only to avail their legitimate holidays viz., public holidays/Earned Leave/Casual Leave/Commuted leave but also their weekly holidays also. Government of India has specified the working hours of the employees and according to labour rules also, the Staff are supposed to work only for 8.00hrs a day. Though the Officers and Staff working in the administrative offices are enjoying the benefit of 2 days weekly holiday, the Officers and Staff working in the museums are getting only one day as their weekly holiday. Though there was a stiff resentment from the Officers and Staff working in these Museums across the country to implement the revised opening hours w.e.f. 3rd December 2009, this Association having due regard in your benign administration had requested them to oblige the orders of the Director General at the first instance., and assured that this Association will definitely heed to their genuine grievances. However, this Association strongly protests and condemns the undue attitude of the Directorate in this regard in whole.

Under the circumstances and facts explained above, I would request you kindly to review your decision and issue one more corrigendum immediately and restore the earlier timings in the larger interest of justice and equity.

I am of the firm opinion that you will consider our request in the right spirit and review your decision in order to protect the interest of large number of employees working in the Department who are having immense faith and due regard in your able and benign administration.

    First of all please accept my sincere thsnks for your efforts for getting me posted at Bhopal as ASA.
    I have gone through the contents above. This brings immense pleasure when a person dares to write on such issues. I personally feel it very difficult to manage seven days opening with the extended working hours. The staff is too short to manage even the old timings of opening and closing. Fourth Pay Commission has fixed a particular time frame for the administrative and operative hours, which is totally avoided by the new time schedule.
    Therefore I personally feel that the order for extended opening time schedule should be revised and old time schedule should be restored. Thia was adequate and ideal for cleaning and minor repairs.
