Sir,
It is to bring to your kind notice, that the 6th CPC while submitting their recommendations has not recommended vertical relativity in the pay scale/Grade pay of the Horticultural Assistant Gr. I working in the compared to other similar cadres. The Government while implementing the report has ignored this aspect which ultimately caused to put these dynamic young cadres in great distress. The minimum required academic qualification for the post is Masters Degree in Agriculture with specialization in Horticulture and the method of recruitment will be through 50% by direct and 50% through Promotion from Horticulture Assistant Gr.II with minimum 5 years regular service . Majority of the persons selected for the post are graduates and even post graduates and qualified and are ready to shoulder any sort of assignment in bringing glory, image and reputation to the Department.
As per the work allotment for the post of Horticulture Assistant Gr. I in A.S.I. are that of Execution of Approved works viz., Landscaping, laying out of Lawns, Beautification of Gardens around the Nationally Protected Monuments matching to the environs, Maintenance of Imprest Cash Account, Supervision of General cleanliness, Administration viz., Allotment of watch and ward duties during Day and Night, Purchase of materials and Tools and Plants required for annual maintenance of Gardens/ Nursery, Disbursement of Pay and Allowances, G.P.F. Advances etc., of the Staff received from Headquarters, Submission of Accounts in time to time, Attending to Auction of seasonal crops etc., and any other duties assigned by the higher authorities in time to time.
I am herewith submitting a detailed chart showing the nature of work, qualification and difference in the pay band and Grade pay with that of the similar cadres working in A.S.I. for your kind reference and necessary action. A comparative study on the pay scales during 5th Pay Commission and on the Pay Band/Grade Pay during the 6th CPC is furnished herewith which bespeaks of the grave anomaly for this Cadre.

I am also enclosing herewith the Xerox copies of the Recruitment Rules published in the Gazette of India showing the schedules indicating the Recruitment of Foreman (Horticulture), H.A. Gr. II and H.A. Gr. I for your kind reference and necessary action.
From the above, it is very much evident that grave injustice and anomaly has been meted out particularly to this cadre in the 6th CPC who are striving day and night in bringing glory to this century old department. It is needless to mention here that when the staff working in the Department of the same qualification with same experience in other cadres of sister branches are getting higher monetary benefit, why particularly this cadre were deprived off ? A sort of frustration has already aroused in the minds of the staff working in this cadre in A.S.I.
I am herewith enclosing the representations received from some of the Horticulture Assistant Gr. I working in A.S.I. for your kind information. On the whole, it is a high time that the Departmental Pay Anomaly Committee has to discuss thoroughly and submit a concrete proposal through the Department to avoid frustration in the minds of the staff working in this cadre in the right interest of justice and equity and for effective implementation of the Pay Band of Rs. 9300-34800 with Grade Pay of Rs. 4200/-.
