Massive Dharna on the “CHARTER OFDEMANDS”

                                             “CHARTER OFDEMANDS” –under Section 3 (a) ,(b) 
                                              and (c) of the Constitution of AIASA-Reg.
                                    Ref:  This Association Notice No. ASA/2012-1428 dated 25.06.2012.

Sir,

                        Your kindself is fully aware that this Association has submitted many a resolutions adopted in the CWC Meeting held at Aurangabad on 22nd April 2012 regarding welfare measures of our beloved members, numerous representations on various issues for implementation on time bound.  Many a important decisions taken in the 63rd and 64th JCM Meetings are still kept pending unimplemented for years together.  It is highly regretable to note that no concrete decisions and positive steps have been taken by your end to mitigate the problems of the members which has created deep frustration among the Members.  I am extremely sorry to state that this is a shameful act of the administration and lukewarm treatment is given to the correspondences of this Recognized Association. Consequently, this Association has taken a decision for staging Massive Dharna on 10th August 2012 and accordingly a Notice was served vide this Association letter cited under reference.  However, in order to have a healthy atmosphere between the Organization and the Association and as per the request of the Director (Administration), ASI, New Delhi a team comprising of the President, Secretary General and some of the CWC Members held a discussion on 27th July 2012 for amicable and early settlement and in spite of this, no concrete decisions was taken which shows that the Directorate is not ready for easy and speedy settlement. Consequently ,the CWC have now taken a final decision to hold Massive Dharna to get the legitimate demands fulfilled which is now postponed for 23rd and 24th August 2012 fixed for  10th August 2012.  The  following CHARTER OF DEMANDS are once again submitted herewith for your consideration and immediate implementation.

CHARTER OF DEMANDS

1.    Circulation of the Minutes of 64th JCM Meeting to all the Head of Offices of ASI which is 
        pending for more than 10 Months.
2.    Distribution of 585 Group D Posts amongst the Circles/Branches of ASI as already approved
        by the Departmental Screening Committee and as agreed in the JCM Meeting held
        on 30.11.2010.
3.    Implementation of the decisions as agreed  in the 63rd JCM Meeting held on 30.11.2010.
4.     Permission to be issued to the Head of Offices/Circles for Filling up of vacant posts of Group D (Upgraded Group C Posts) fallen vacant w.e.f. 1.4.2009 on priority (since Ban has been lifted)  consequent to Retirement/Death Cases etc., in the interest of the safety and security of the Nationally Protected Monuments,  strict and effective  implementation of the recently amended A.M. & S.R. Act 2010 and strict vigil of the precious Antiquities displayed in the Galleries etc in the Museums.  Non filling of these posts has created frustration among employees as also resulting in non regularization of long standing Temporary Status Casual Labourers.
5.    Issue of Circular to all the Head of Offices of ASI declaring all Group D Employees as Multi Task Staff (Upgraded Group C) as per the recommendations of 6th CPC.
6.    Issue of Circular delegating Permission to all the Four Divisional Heads of Horticulture Branch for granting permission to Group C and D Staff under their jurisdiction for obtaining treatment in private Hospitals on emergent situations.  At present this power is restored with the Director (Horticulture) and the matter is pending for more than Two years.
7.     Immediate Absorption of Long outstanding Temporary Status Casual Labourers as per norms laid down by the DOPT.
8.    Issue of Orders in respect of  62 Compassionate Appointment cases as already approved  in the  Meeting held during December 2011, since bereaved family members are in deep financial hardship and distress.
9.    Conveying of the Status on the decisions taken in the Meetings and Immediate convening of Departmental Pay Anamoly Committee Meeting pending for  more than One and half year. 
10.  Considering of genuine request Transfer cases in respect of Group C and D Staff as per the representations forwarded by the Association. 
11.  Relaxation of R.R. in conservation cadre for considering cases for promotion and grant of MACP.
12.  Implementation of the Transfer Orders by Posting of Assistant Archaeologist from Kolkata Circle to Hazarduari Palace Museum, Murshidabad without any further lapse of time.
13.  Withdrawal of Transfer orders of the elected representatives of ASA at Hyderabad Circle.
14.  Expedite payment of Pay and Allowances pending for the month of January 2008 in respect of Four Group D Staff of N.P.S. working under the jurisdiction of H.D. No. IV, Bhubaneswar.
15.  Supply of Uniforms to Group D Staff of Delhi Circle on time bound pending for the past 6 years.
16.  Immediate grant of Increment to Temporary Status Casual Labourers of Horticulture Branch, Divn No. IV, Bhubaneswar pending since granting of Temporary Status and also disbursing the arrears of 6th CPC.

                     It is stated that in exercise of the powers conferred on me under article referred to above, on behalf of the C.W.C., I hereby issue this notice that in case the above “Charter of Demands” are not fulfilled within a reasonable time of 15 days from the date of issue of this Notice, there is no other option for this Association but to launch a “MASSIVE DHARNA ” in front of the Directorate Office, A.S.I. Office, New Delhi on 23rd and 24th  August  2012.

                  I am sure, in the overall interest of the employees working in this century old organization which is organizing its 150 years of celebration across the country and arranging year long programme, you will not allow us to take such unpleasant steps under your tenuare and you will intervene personally to take suitable action to fulfill our above legitimate and genuine demands.  I crave for your urgent attention.

                  I shall be highly grateful to you if you could kindly intimate me the course of action taken in this regard at the earliest.

7)      Shri Bhim Sain, Vice-President, AIASA, H.D. No. II Unit, Safdarjung Tomb, New Delhi with a request to coordinate with the Commissioner of Police, New Delhi to provide police Bandobust as also to provide adequate security to our members during  Massive Dharna.
8)      All CWC/UWC Office bearers of AIASA with the request to give wide publicity  to take part in the “Massive Dharna  ” in front of the Directorate Office at New Delhi in large numbers, since no concrete decision has been taken by the Directorate to fulfill our legitimate demands in spite of the discussions held on 27th July.    They should reach  New Delhi on 22.08.2012 positively. Separate Notification regarding the arrangements made for the accommodation etc. are enclosed herewith separately for kind information.
9)      Head of Offices of Circles/Branches of ASI with a request to extend wholehearted cooperation to this Association by sending the CWC/UWC and Members of ASA in large numbers to New Delhi on the eve of Massive  Dharna in the interest of the protection, preservation and maintenance of our rich cultural heritage by getting the posts filled up as also to get our genuine legitimate problems solved.
